Pre-Partition Era:
Before the partition of India in 1947. There were limited provisions for special education in what is now Pakistan. Disabilities were often stigmatized. And there was little awareness of the need for specialized education for individuals with disabilities.
Early Post-Independence Period:
- After gaining independence, Pakistan’s government began to recognize. The importance of education for all its citizens, including those with disabilities.
- In 1951, the All Pakistan Welfare Association for the Blind (APWAB). Was established to advocate for the rights and education of blind individuals.
1960s and 1970s:
The 1960s saw some efforts to provide education for children with disabilities. However, these were mostly limited to urban areas and primarily focused on children with visual impairments.
The Special Education Department was created in 1975 under the Ministry of Education to oversee special education programs.
